SALEM — Affected Salem property owners can expect information in the mail soon about what’s being called the Madison Phase I gas line replacement project, with a virtual public meeting set for 5:30 p.m. Jan. 6.
Ben Cutler, Columbia Gas public affairs specialist, first announced the two-phase project during the city council meeting last week. At the time, he said he would notify residents when a date was set to begin the project and that notification process has begun, with emails sent Tuesday and the same information mailed out.
“Folks can expect to start seeing flags,” Cutler said when contacted by phone.
Marking all underground utilities in the work zone with different colored flags is part of the prep work, along with pre-construction camera work. Affected property owners should also make workers away of any invisible fences, buried sprinkler systems or cisterns. Residents are asked to leave the markers in place.
Work to install the new plastic main line is expected to begin in January.
According to the information packet, “crews will be installing approximately 9,000 feet of new plastic pipe serving roughly 230 residences in the area generally bounded by Maple, Merle, Park and Southeast. Installation will extend east on Edgewood as well.”
Once work on the main line is finished and in service, workers from Miller Pipeline will begin replacing service lines into individual homes. The installations will be scheduled with property owners and cause a brief service disconnection, with indoor meters moved outside, but efforts made not to do any work on extremely cold days. The company will also work to restore any property that is disturbed, which could include new sidewalks, asphalt and landscaping.
Affected residents and business owners will have the opportunity to ask questions during the virtual public meeting, with the weblink included on the information provided to them.

Cutler said something new he’s trying as a way to communicate with the affected property owners is setting up a Facebook group specific to the project, where members can expect updates on the progress.
He said he’s seen more attendance at virtual meetings and thought social media would be another way to keep everybody informed. Most of the time, traffic is maintained in work areas, but if any road closures are necessary, they’ll notify the city. They’ll also be touching base with the school district to coordinate work since bus routes could be affected.
He said a separate meeting will be held for Phase 2 of the project, which is in the same general area, but further north.
Next year will be the 13th year of the company’s 25-year statewide infrastructure replacement initiative to replace old pipe with state-of-the-art plastic pipe that’s expected to last as long as 100 years. Both the main lines along streets and sidewalks and the service lines into homes and businesses will be replaced.
All workers will be identified with marked trucks and carry photo identification. Several projects have already been completed in Salem since the initiative began. “This is going to be a pretty big project,” Cutler said.
