Hill Country residents are concerned that a new proposal from the former CEO of Phillips 66 could put a strain on a river during a time where the area is still in a drought. Residents along the South Llano River expressed those concerns Wednesday, August 9, at a Texas Commission on Environmental Quality meeting on Gregory Garland's plans to dam up a part of the South Llano River to create a private pool, KXAN reports.
Garland filed the application to dam up the South Llano River in 2018 while still CEO of Phillips. He filed it under a Houston-based entity called Waterstone Creek LLC, according to the public hearing documents. The South Llano River flows northeast 55 miles across Edwards County until it flows together with the North Llano River at Junction near the center of Kimble County.
Linda Fawcett, president of the Llano River Watershed Alliance, told KXAN that the South Llano River's water level is already low. In fact, it's currently flowing at 29 cubic feet per second, which is near half of its usual flow. The river was flowing at its lowest level since October 6, 2018 on Wednesday at 25 cubic feet per second, according to data from the U.S. Geological Survey. Junction is also under stage 4 water restrictions.

"It never rains as much here as it does everywhere else," Fawcett told KXAN.
The proposed pool will have 12 acre-feet of water, which is roughly 3.9 million gallons, according to KXAN. It is located in a community along the river between Rocksprings and Junction. A hydrologist says that if a reservoir is full during drought periods, any water that flows in will be stored their despite legally belonging to others, in this case, senior water right holders that are downstream.
The hearing is set to take place on Thursday, August 10, at 6 p.m. in Rocksprings.
